If you hold dual citizenship between Canada and the UK — or you think you might have inherited British citizenship through a parent — there's a travel rule change worth knowing about before your next trip across the Atlantic.

 

As of February 25, 2026, dual citizens must enter the UK using a British or Irish passport. A Canadian passport alone is no longer sufficient, even if you're legally a British citizen. This change is tied to the UK's rollout of its Electronic Travel Authorization (ETA) system, and it's catching some travellers off guard. Below is a clear breakdown of what changed, who it affects, and what your options are.

 

What Changed on February 25th?

 

Beginning February 25, 2026, dual British-Canadian citizens can no longer enter the UK using only a Canadian passport. Anyone who holds British or Irish citizenship must present a valid British or Irish passport when travelling to the United Kingdom.

 

The impact is broader than many people realize. According to Canadian census data, more than 460,000 residents of Canada were born in the United Kingdom. Beyond that, children of UK-born parents may have automatically inherited British citizenship — meaning some Canadians may be affected by this rule without knowing it.

 

This change is tied directly to the UK’s phased implementation of the Electronic Travel Authorization, a digital pre-travel clearance requirement that applies to visitors from visa-exempt countries, including Canada.

 

Under the new enforcement framework, airlines and other carriers must confirm that travellers are eligible to enter the UK before they depart. If a traveller does not have the correct documentation, airlines may deny boarding altogether. For dual citizens travelling only with a Canadian passport, that’s where the problem arises.

 

Why Is This Happening?

 

The UK has not changed its laws on dual citizenship. British citizens can still hold multiple nationalities and retain their full right to live, work, and enter the UK without restriction.

 

What has changed is how that citizenship must be demonstrated at the border. In the past, many dual citizens from visa-exempt countries, including Canada, routinely entered the UK using their non-British passport without issue. Border officers could often determine citizenship status during inspection if necessary.

 

But with the introduction of the Electronic Travel Authorization, the process is now largely automated and verified before travel, leaving less flexibility at the border itself.

 

The ETA “Gap”

 

Here’s the catch: Canadian citizens travelling to the UK must obtain an ETA, while British and Irish citizens do not require one. This creates a technical gap for dual nationals.

 

Because British citizens are not considered foreign visitors, they are not eligible to apply for an ETA. But if they travel only on their Canadian passport, the airline’s system will expect them to have one.

 

The result is that a dual British-Canadian traveller using only a Canadian passport has no valid travel authorization under the new system.

 

Your Three Compliance Options:

 

If you’re a dual citizen planning to travel to the UK, there are three main ways to comply with the new entry requirements.

 

1. Apply for a British Passport (The Simplest Option)

 

For most people, the easiest and most cost-effective solution is simply obtaining a British passport. A British passport serves as clear proof of citizenship and allows you to enter the UK without needing an ETA or additional documentation. For frequent travellers or those with family ties to the UK, this is usually the most straightforward long-term solution.

 

2. Certificate of Entitlement to the Right of Abode

 

If you prefer to travel using your Canadian passport, you can apply for a Certificate of Entitlement to the Right of Abode. This certificate confirms your unrestricted right to enter and live in the UK and is linked to your foreign passport. Recent changes mean the certificate is now issued digitally through a UK Visas and Immigration account rather than as a physical vignette in your passport. This option is often used by people who want to maintain a single travel document but still demonstrate their British status.

 

3. Emergency Travel Document (For Urgent Trips)

 

If you need to travel quickly and don’t have time to obtain a full passport, you may be able to request a British Emergency Travel Document. These are typically processed within a few days for urgent travel. While helpful in urgent situations, it’s not a practical long-term solution for frequent travel.

 

The Irish Passport Exception:

 

There is one important exception. Travellers holding an Irish passport are not affected by this rule. Under the longstanding Common Travel Area agreement between the UK and Ireland, Irish citizens can freely enter the UK without additional travel authorization. So, if you hold both Canadian and Irish citizenship, travelling with your Irish passport remains sufficient.

 

Basic Photo Requirements for British Passport Application


To apply for or renew a UK passport, you’ll need an updated photo. The following photo requirements apply specifically to UK passport applications and are set by His Majesty's Passport Office. They differ in some respects from Canadian passport photo standards. The photo for your UK passport must be a clear, accurate likeness of you and must have been taken within the last month. The photo should show your entire face from the front, centred and evenly lit. Your face must be fully visible from chin to forehead, with no shadows or obstructions. Your expression must be neutral.

  • Look straight at the camera
  • Eyes open and clearly visible
  • Mouth closed
  • Do not smile, frown, or exaggerate expressions
     

Eyes and Glasses


Your eyes must be fully visible in the image. Hair, shadows, or reflections cannot obscure them. It is strongly recommended that you remove your glasses for the photo. Glasses frequently create glare or reflections, specifically when the photographer is using a direct flash, that can often cause rejection. If you must wear glasses for medical reasons, ensure that:

  • Your eyes remain clearly visible
  • There is no glare or reflection on the lenses
  • Lenses are not tinted or sunglasses

Hair and Head Coverings


Hair should be kept away from your face and eyes so that your facial features are clearly visible. Pulling hair back is recommended to avoid accidental obstructions. Head coverings are not allowed, except when worn for religious or medical reasons. In these cases, the full face must still be visible and the covering must not cast shadows.


Clothing and Appearance


Clothing should be simple and non-distracting. Avoid wearing solid black clothing or white clothing, as these can create contrast or blending issues depending on the background. Mid-tone, neutral clothing typically works best. Your appearance should look natural and should accurately reflect how you normally look.


Avoid Reflective Items


Reflective surfaces are a common reason for rejected photos. Avoid items that can create glare or shine, including:

  • Jewellery that reflects light
  • Metallic or glittery makeup
  • Lip gloss or shiny lip balm
  • Shimmery eyeshadow or highlighter

Practical Tips from the Annex Photo Team


Small details can make a difference when submitting a digital passport photo. Based on our experience, consider the following tips:

  • Avoid visible hair ties, barrettes, headbands, or ribbons
  • Pull hair back and keep ears visible if possible
  • Avoid reflective jewellery or glossy cosmetics
  • Bring matte powder to reduce shine on the face if needed
  • Avoid hoods and high collars that may obstruct the background behind the ears


Travelling to the UK as a Dual British-Canadian Citizen: The Bottom Line

 

The rules around entering the UK have changed, and your documents need to be in order before you board — or before you reach the border if you're travelling by land. That means presenting either a valid British passport, or alternative proof of your right to enter the UK (such as a Certificate of Entitlement).

 

With the Electronic Travel Authorization becoming fully integrated into travel checks, documentation will increasingly be verified before you ever reach the airport gate.
